what are construction files?
Since the start of the twentieth century Dutch citizens need to acquire a building permit (also known as a planning permission) at the local municipality when they wish to build or renovate a building. When applying for such a permit a building plan (i.e. a blueprint) must be submitted. Together, the building plan (from now on: plan) and the permit (along with possible appendices) make up the construction file.
The HCL preserves a lot of such contruction files for (former) municipalities in the south of Limburg, but not all. More recent files are still kept at their respective municipalities.
Which construction files are kept at the municipality?

Which construction files are kept at the HCL?
When you are looking for contruction files dated before 1995 (Maastricht), 1981 (Eijsden-Margraten) or 2001 (Valkenburg a/d Geul), you can come to the HCL. In the following overview you can see which contruction files of (former) municipalities we manage.

Because of copyright construction files can only be consulted in our study hall. So, it is possible to search which contruction files exist for certain adresses, but consultation and/or scanning is restricted to our vicinities. More often than not, a construction file holds more than one plan. It is up to you to decide which of these plans are most useful to you. Please note that on some occasions certain files do not contain plans.
construction files from Maastricht
When you have already searched for the plan(s) and/or construction file(s) you need at home, it may come in handy to write down the following information:
- Archive code (e.g. 20.007Y);
- Inventory number ("dossiernr.");
- Cabinet ("kast") number (31, 32 or 33);
- Drawer number;
- Address.
Please bring this information on your visit to our study hall. Construction files made between 1985-1995 are not yet digitally searchable. However, a list of adresses can be found in our study hall.
Plans of buildings in Maastricht are copied onto so-called microfiches. These can be scanned by yourself in our study hall, free of charge. However, you must store these scans on your own USB-stick or external harddrive. Please bring one or buy one at our reception desk.
In principle, we do not provide the original plans of building in Maastricht for consultations, unless the microfiche is of poor quality or missing. Consultation of the full contruction file is possible. Please notify our colleagues in the study hall.
- These original documents may be photographed (without flash) for you own use.
- These original documents may be scanned by yourself (up to A2-size) using our bookscanner. Please bring a USB-stick for this or buy one at our reception desk.
- Requests for scans of these original documents (up to A0-size) can be made at our study hall desk. This will cost you €7,50 per scan.
- We cannot scan documents larger than A0. We need to outsource such request, the costs of which we will pass on to you.

The construction files of buildings from Eijsden-Margraten are not findable through our archives search engine. For these, you first have to find the right archive code in this overview of construction file archives of former municipalities (in Dutch; PDF). A click on the archive code will take you to the online inventory of that archive, where you can search on adress. Please write down the right codes and numbers and take these with you on your visit.

construction file search tips
You can search through the construction files from the municipalities of Maastricht (1845- 1985) and Valkenburg aan de Geul (1940-1980) on adress online by using the search option for construction files (in Dutch).
The search option mentioned above will lead you to archieven.nl. Here you wille find an overview of all kinds of construction files. Here:
- You can search on adress using the form (click on the arrow to expand the form):
- You filter the results on municipality, town of street using the options on the right.
- You can choose between three types of presentation ('weergave'): list (default), tiles en map.
After clicking a search result a number of details are shown, like the code of the archive, the inventory number, the adress, file date and, in a number of cases, the place where you can find the microfiche in our study hall.
This search option searches the following archives: 20.074D, 20.007L, 20.075B, 20.210D, 20.216D, 20.224D, 20.007X, 20.007Y, 20.007Z, 40.007B en 40.009A.
